What a Driving Licence Costs in Nepal Now That Every Province Sets Its Own Fees

If you have searched for driving licence fees in Nepal and found three different answers, you are not doing it wrong. All three may have been correct — in different provinces.

Since FY 2083/84, each province sets its own driving licence fee schedule. There is no national figure any more. Bagmati, Koshi, Gandaki and Karnali roughly doubled theirs. Madhesh and Lumbini kept the old rates.

So the honest answer to "what does a licence cost in Nepal" is: it depends on which of seven provinces you apply in, and the only accurate source is your province portal. Here is everything else that is known, clearly labelled as reported.

Why fees changed

Driving licence services moved from DOTM's central system to seven province-run eDLVRS portals on Shrawan 1, 2083. Provinces did not just take over the website — they took over the service, and with it the fee-setting.

The result is a real spread. Reported figures put a new licence at around NPR 4,000 to 5,000 in Bagmati and NPR 2,000 to 2,500 in provinces that did not raise theirs. Same licence, same exam, roughly double the price depending on where you sit it.

This is also why old guides are actively misleading rather than merely out of date. A page written before Shrawan 2083 shows a national fee table that cannot be right anywhere now.

Adding a category

Reported at around NPR 400 for the application, plus the smart card charge. You also sit the written exam and trial for the new category, so budget the time as well as the money. Which category you need.

The government fee is not the whole bill. The costs people forget:

That last row is the important one. Failing costs more than preparing. A resit means paying again and waiting for another appointment slot, and under the province system slots come in batches, so a resit can cost weeks rather than days.

Two safety rules:

1. Only pay on a gov.np address. Every official portal ends in .gov.np. Nothing else is official, however convincing it looks.
2. Keep the receipt. You will be asked for it at the office.

The cheapest way to get a licence

Not a trick. Just the honest arithmetic.

The written exam is free to prepare for. The questions are published by DOTM. Anyone charging you for "the real likhit questions" is selling you a public document.

The trial is where money can be worth spending, especially for a car. A few hours with an instructor on the hill start and the figure-8 is cheaper than one failed attempt. For a bike, an empty car park and two water bottles do most of what a school would.

Passing first time is the single biggest saving available to you. Everything else is rounding.

Which province do you pay in?

Since the fee depends on the province, this question now has money attached to it. The answer is: the province where you apply and sit the exam, which should be where you actually live and drive.

Two things people ask, with the honest answers:

Can I apply in a cheaper province? In principle you apply where you live. Applying somewhere else to save a fee means travelling there for biometrics, the medical, the written exam, the trial and the card collection — several trips. Add the travel and the saving usually disappears.

What if I move? Your licence stays valid nationwide. It is a Nepali licence, not a provincial one. The province only decides where you were processed and what you paid.

Watch out for fee-lookalike sites

Money moving online has brought sites that look official and are not. Two rules protect you completely:

1. The address ends in .gov.np. Every real portal does. A .com licence site is a private blog or a tool, whatever its branding looks like.
2. You reached it by typing the address, not by clicking a search result or an advert. This is the one that matters, because a convincing copy ranks just fine.

Nobody official will ask you to pay through a personal eSewa or Khalti number, or by sending money to an individual. Payment happens inside the portal.

A realistic budget

For a first Category A licence in a province that did not raise its fees, people report something like:

In Bagmati, roughly double the government portion. Add a driving school only if you want help with the trial — the written exam needs no paid help at all.

Common mistakes

• Trusting a national fee table. There is not one any more.
• Reading fees off a page that still names the old central website. It predates the change.
• Paying on a site that is not gov.np.
• Paying for the question bank. It is published free by DOTM.
• Under-preparing to save time. A resit costs the full fee again.
• Not keeping the payment receipt.

Vehicle costs are on the same portal

Worth knowing, because people budget for the licence and forget the rest. Each eDLVRS portal handles vehicles as well as licences, under a second heading:

If you are buying a bike or a car around the same time as getting licensed, all of it now happens in the same place, and all of it is priced provincially too. Vehicle tax in particular is an annual cost that dwarfs the one-off licence fee, so factor it in before you buy rather than after.
