Online Driving Licence Form in Nepal: How to Apply From Home, Step by Step

You can fill the driving licence form from your phone at home. You cannot finish the whole licence at home — biometrics, the exams and the card still need you at the office — but the form, the fee and the appointment are all online now.

The one thing that stops most people is the address. The old central site is gone. Each province runs its own, and the licence half sits at /edl:

Your province portal

Open the one for the province where you will sit the exam. All seven were checked and all seven answer.

Bagmati is spelled bagamati, with an extra "a". Tap the link rather than typing it and you cannot get that wrong.

Before you open the form

Fifteen minutes of preparation saves you a rejected application.

If you do not know your blood group, get the lab test first. It is cheap and it holds up the form otherwise.

The steps

1. Open your province portal and choose the licence service. The licence side lists three things: new application (सवारी चालक अनुमतिपत्र आवेदन), renewal and duplicate (नवीकरण तथा प्रतिलिपि अनुरोध), and category add (अनुमतिपत्र वर्ग थप). For a first licence, pick the first.

2. Identify yourself. The portals accept the QR code on your national ID card or the Nagarik App, and fill your personal details in from the record. Use it if you can — it is faster and it removes the single biggest cause of rejection, which is a name typed slightly differently from your citizenship.

3. Choose one category. One per application. A for a motorcycle, K for a small 50cc scooter, B for a car. A 125cc scooter is Category A, which is the mistake people make most often. Which category you need.

4. Choose your office. Pick the office you can actually travel to several times, because you will: biometrics, medical, written exam, trial and collection. Do not choose a distant office just because it has an earlier date.

5. Fill the personal details — carefully. Name, date of birth, citizenship number, address, blood group, mobile. Check every field against your citizenship certificate before you move on. A mismatch gets the application rejected, and you find out late.

6. Pay. eSewa, Khalti, ConnectIPS or bank transfer. Fees are set by your province now, so the amount depends on where you applied. Save the receipt. What it costs, province by province.

7. Book your appointment date. Dates are released in limited quotas per office and per category. When a batch is full, nothing new appears until the next one opens.

8. Print what the portal gives you. Print the form and the payment voucher. It is commonly reported that you need a Rs 10 stamp, your photo and your signature on the printed form — check what your own portal tells you, since this varies.

Getting an appointment date

This is where people lose weeks, so plan for it.

• Check early in the morning. New quotas are commonly released around 7 AM.
• Check on the day a new batch is due, not randomly.
• Look at more than one office if your province has several and you can travel.
• Do not miss the date you booked. It is commonly reported that missing it means waiting about 15 days before you can apply again.

Biometric appointments are commonly Sunday to Wednesday. Offices work Sunday to Friday and close on government holidays.

What still happens at the office

The form is the easy part. In person you will do:

1. Biometrics — photo, thumbprint, digital signature
2. Document verification — bring the original citizenship, not a copy
3. Medical and eye test — including colour vision
4. Written exam (likhit) — from the published DOTM question bank
5. Trial — the practical test
6. Collect the smart card, once it is printed

Why applications get rejected

Almost always a detail that does not match the citizenship certificate:

• name spelling, or the order of your names
• citizenship number
• date of birth
• mobile number
• applying for a category you are not old enough for

None of these are hard to avoid. They happen because people rush the form. Read it back once before you submit.

Use the waiting time

Between submitting the form and your appointment there is usually a gap of days or weeks. That gap is the best free preparation window you will get, and the written exam is the one part of this whole process you fully control.

Common mistakes

• Using the old central website. It does not load. Use your province portal.
• Typing the portal address by hand and getting bagamati wrong.
• A name that does not match your citizenship. The commonest rejection.
• Applying for two categories at once. One per application.
• Choosing a far office for an earlier date. You will go back several times.
• Not knowing your blood group before you start.
• Missing your booked appointment. That can cost you about 15 days.

Doing it for someone else

Very common — a parent, a sibling, someone who does not use a smartphone much. Two things to be careful about.

Use their details, not yours. The name, citizenship number, date of birth and blood group must be theirs and must match their citizenship certificate. Their photo, their signature on the printed form.

Use a phone number they can actually reach. The OTP goes there, and so does every later notice about dates and results. Using your own number means they depend on you forwarding things for months. If that is unavoidable, at least write the application reference down for them.

They still have to attend in person for biometrics, the medical and both exams. Nobody can sit those for them, and attempting it is a serious offence rather than a shortcut.

If the portal will not load

Government portals do go down, usually briefly. Before assuming the worst:

• Tap a link rather than typing — most "site is down" reports are a typo, and bagamati is the usual one.
• Try a different network. Mobile data instead of home wifi, or the reverse.
• Try outside office hours. Load is heaviest mid-morning on working days.
• Give it time. These pages are large and a weak connection can take half a minute.
