Which eDLVRS Portal Is Mine? All 77 Districts, Mapped to a Province Portal

There is no eDLVRS portal for Jhapa. There is none for Pokhara either, and none for Sunsari. Nepal runs seven portals, one per province, and yours is decided by the province your district sits in.

So if you are in Jhapa, your portal is Koshi's. In Pokhara, it is Gandaki's. In Kathmandu, Bagmati's. The table further down maps all 77 districts, and there is a second table for the towns people search for that are not districts at all.

One thing to get right before you start: the portal you need is the one for the province where you apply, which is normally where you live. It is not chosen by where you were born, and not by where an older licence was issued.

The seven portals

Every address below was checked on 5 September 2026. All seven answered, and all seven carried a valid certificate.

Two spellings catch people out, and neither is a typo here:

edlvrs.bagamati.gov.np          Bagmati is spelled "bagamati"
edlvrs.sudurpashchim.gov.np     with "sh", not "sudurpaschim"

Search results are full of the other spellings. If a link does not load, check those two letters before assuming the portal is down.

Find your district, read across, then open that province's portal from the table above.

If you searched a town, not a district

Most of the places people actually name are not districts. These are the ones that come up most.

What every portal can do

All seven run the same system and offer the same six services, in two groups. The wording is identical on every portal:

EDL — विद्युतीय सवारी चालक अनुमतिपत्र

• सवारी चालक अनुमतिपत्र आवेदन — the licence application
• नवीकरण तथा प्रतिलिपि अनुरोध — renewal, and the duplicate request
• अनुमतिपत्र वर्ग थप — adding a category to a licence you already hold

VRS — सवारी दर्ता प्रणाली

• सवारी दर्ता — vehicle registration
• कर भुक्तानी तथा रसिद — tax payment and receipt
• स्वामित्व हस्तान्तरण (नामसारी) — ownership transfer

So the portal is not only for licences. If you came looking for bluebook or vehicle tax, it is the same address, under VRS.

The two districts that were split in half

This one costs people a real trip, so it is worth its own section.

When Nepal redrew its provinces, two districts were not simply assigned to a province. They were cut in two, and the halves went to different provinces. Both halves kept a version of the old name.

So "I am from Nawalparasi" is not enough to pick a portal, and neither is "I am from Rukum". You need the half. If you are unsure, your municipality's name will settle it, and so will the office you have dealt with before.

Nawalpur is the eastern half, on the Gandaki side, with Kawasoti and Gaindakot. Parasi is the western half, on the Lumbini side, with Ramgram and Bardaghat.

By province, if you already know yours

The same 77 districts, grouped the other way round. Useful as a check: if your district is not in your province's list, you have the wrong portal open.

Koshi (14 districts) — Bhojpur, Dhankuta, Ilam, Jhapa, Khotang, Morang, Okhaldhunga, Panchthar, Sankhuwasabha, Solukhumbu, Sunsari, Taplejung, Terhathum, Udayapur.

Madhesh (8 districts) — Bara, Dhanusha, Mahottari, Parsa, Rautahat, Saptari, Sarlahi, Siraha.

Bagmati (13 districts) — Bhaktapur, Chitwan, Dhading, Dolakha, Kathmandu, Kavrepalanchok, Lalitpur, Makwanpur, Nuwakot, Ramechhap, Rasuwa, Sindhuli, Sindhupalchok.

Gandaki (11 districts) — Baglung, Gorkha, Kaski, Lamjung, Manang, Mustang, Myagdi, Nawalpur, Parbat, Syangja, Tanahun.

Lumbini (12 districts) — Arghakhanchi, Banke, Bardiya, Dang, Gulmi, Kapilvastu, Palpa, Parasi, Pyuthan, Rolpa, Rukum East, Rupandehi.

Karnali (10 districts) — Dailekh, Dolpa, Humla, Jajarkot, Jumla, Kalikot, Mugu, Rukum West, Salyan, Surkhet.

Sudurpashchim (9 districts) — Achham, Baitadi, Bajhang, Bajura, Dadeldhura, Darchula, Doti, Kailali, Kanchanpur.

That is 14 plus 8 plus 13 plus 11 plus 12 plus 10 plus 9: 77 districts, seven portals.

How to tell you are on the right portal

Every portal opens on the same screen: a province government header, the ministry that runs it, and two big choices, EDL and VRS.

Two quick checks before you type anything in:

1. The header names your province. Koshi's reads कोशी प्रदेश सरकार. If it names a different province, close it.
2. The ministry matches the table above. Each province put a different ministry in charge: internal affairs in Koshi, labour and transport in Madhesh, physical infrastructure in Gandaki, Karnali and Sudurpashchim. It is the fastest way to spot a copy of the real site.

A genuine portal is on a gov.np address and asks you to choose a service before it asks you for anything about yourself. Any page that wants payment before it shows you a service list is not the portal.

What the portals do not do

This is where most wasted afternoons happen. The portal handles the application. It does not handle the rest.

When the portal will not open

Work through these in order before deciding the system is broken.

1. Check the spelling. bagamati and sudurpashchim are the two that fail silently, because a wrong host simply does not resolve.
2. Give it time. These pages are heavy. Half a minute on a weak connection is normal, and slow is not down.
3. Try outside office hours. Sunday mornings and the last few days of a Nepali month are the worst times to load anything on a government site.
4. Try the other network. Mobile data and home broadband in Nepal do not always take the same route to a gov.np host.

One thing to expect. All seven portal certificates were issued together and expire within two days of each other, in mid-October 2026. The department's own office sites already let theirs lapse — the six dotm.gov.np office addresses have been showing a browser security warning since April 2026 — so it can happen here too. If every province portal starts warning you on the same day, that is the reason, and the sites behind the warning are almost certainly fine. The office directory explains that warning in full.

If you moved, or your licence came from another province

Three situations come up constantly, and they have different answers.

You live somewhere new and are applying for the first time. Use the portal for where you live now. Your address documents need to match it.

You hold a licence issued in another province and want to renew. Renewal is tied to the office holding your record. Start at the portal for the province that issued the licence. If you have genuinely moved, ask your local office about transferring the record before you renew: do not assume it moves itself.

You are abroad. The portals are reachable from outside Nepal, but the likhit, the trial, the medical and the card collection are all in person. Nothing you do online removes a trip home.

Common mistakes

• Searching for a district portal. "eDLVRS Jhapa" and "eDLVRS Pokhara" do not exist as separate sites. Seven portals, seven provinces.
• Typing edlvrs.sudurpaschim.gov.np. It is sudurpashchim, with the "sh".
• Typing edlvrs.bagmati.gov.np. It is bagamati, with the extra "a".
• Going back to applydl.dotm.gov.np. It stopped answering when the provinces took over. It is not slow; it is gone.
• Applying on a neighbouring province's portal because it loaded faster. Your file has to sit with an office that can examine you.
• Assuming the portal books your exam. It takes the application. The date is published by your office afterwards.

Use the wait properly

Portals are busiest in the morning and slowest at month end. That queue time is the best free preparation window you get, and the written exam is the part people most often have to sit twice.

Questions people ask

Is there an eDLVRS portal for Jhapa?

No. Jhapa is in Koshi Province, so your portal is edlvrs.koshi.gov.np. The same applies to every district. There are seven portals in total, never one per district.

Which eDLVRS portal do I use in Pokhara?

Pokhara is in Kaski, which is in Gandaki Province, so edlvrs.gandaki.gov.np.

What does eDLVRS stand for?

Electronic Driving Licence and Vehicle Registration System. The two halves show up on the portal as EDL for licences and VRS for vehicles.

My licence was issued in Morang but I live in Kathmandu. Which portal?

For a renewal, start with the province that issued it — Koshi. For a fresh application or a category add, use where you live. If you have moved for good, ask your local office about moving the record before renewal time.

Why does the Bagmati address have an extra "a"?

Because the province registered it that way. The host is edlvrs.bagamati.gov.np. bagmati without the second "a" does not resolve.

Can I use a different province's portal if mine is slow?

No. The application has to reach an office that can examine you and issue your card. Wait, or try outside office hours when the portals are quieter.

Is applydl.dotm.gov.np coming back?

There is no sign of it. It has not been replaced by another national site either: the seven province portals are the system now.

Can I register a vehicle or pay road tax on the same portal?

Yes. That is the VRS half: registration, tax payment with a receipt, and ownership transfer. Same address, different section.
